Project Team
Ownership’s planning for the project that came to be known as Constitution Center began in earnest in August 2003. Kramer Consulting P.C.
(as Program Manager and then as Owner’s Construction Representative) and Robert C. Hines of Cassidy Turley
(as leasing agent), have been part of the project team from the beginning. SmithGroup was selected in March 2005 as the project architect
and the engineering firm of record for mechanical, electrical and plumbing systems. SK&A was then chosen as the structural engineer of record.
In November 2006, James G. Davis Construction Corporation was added to the team as General Contractor. Renovation work began on July 2, 2007,
and the base building renovation project achieved substantial completion late in 2009.
Management
Vornado/Charles E. Smith provided property management services for the David Nassif Building over the decade before DOT vacated the building
in June 2007. David Nassif Associates took the highly unusual step of retaining that company throughout the renovation period, with the
continuing full-time assignment of the two managers and two engineers who had led the Vornado/Charles E. Smith team. Those four people were
closely involved in helping plan and oversee the renovation project, as well as the commissioning process for
all the building’s equipment and systems. Now, as Constitution Center's three tenant agencies design their leasehold improvements, they
have the extraordinary benefit of a property management/engineering team that knows everything about the building and is fully ready to perform.
